This manual is basically designed as a self-instructional guide by which postsecondary vocational administrators and educators can conduct cost-effectiveness/benefit studies. (Cost-effectiveness/benefit analysis is an evaluation technique which can be used for assessing outcomes of existing and/or new programs in relation to their specified program objectives and against their program costs, and can be used as a systems analysis technique, evaluation method, and planning tool for vocational programs.) The manual summarizes the cost-effectiveness/benefit model for postsecondary vocational programs, and it provides guidelines for conducting cost-effectiveness/benefit analyses by following step-by-step procedures in the planning, implementing, and utilizing phases. A set of program objectives and target goal statements, a data form for determining target goals and outputs, a program cost analysis form, and tables for computing cost-benefit measures are appended.
