The Franklin Pierce School District, a semi-rural, semi-urban district located south of Tacoma, Washington, was one of the Experimental School Projects (ESP) initially funded by the National Institute of Education. The Franklin Pierce ESP provides an optimal learning environment for each student, with special emphasis placed upon transient, gifted, and high risk students. A variety of proven educational system and curriculum models are implemented in an integrated fashion. The ESP evaluation plan identified three major goals: (1) to provide the Superintendent and the school board with accurate information on the progress and effectiveness of the project's programs, (2) to set up and operate a program monitoring process that provides teaching staff and district administrators with information needed in decision making, and (3) to accumulate, and periodically report to federal sources, appropriate data related to the progress of the program in fulfilling its objectives.
