Time coding forms, rating scales, interview schedules, and a questionnaire were developed for use in the Beginning Teacher Evaluation Study, a project designed to evaluate teaching effectiveness as demonstrated by student achievement in second and fifth grade reading and mathematics. The forms used to record data and the manuals detailing the administration, coding, and scoring of the instruments are included. The time coding forms are used for the observation of the classroom instruction received by six target students. The rating scales are to be completed following one day of classroom observation, and measure teacher, student, and classroom variables. The teacher questionnaires and interviews can be used to gather data concerning the teacher's instructional practices and plans for teaching, assessing, and interacting with each student. The research methodology leading to the design of each instrument is described, as well as its development and field testing. The inter-observer reliability data of the time coding forms during the field test are presented and discussed. (Author/GDC)
