This document provides an overview of a cooperative venture (inner-city university/inner-city school district) in the training of reading teachers and other district-credentialed personnel to become inservice leaders in a district-wide inservice program. The program is designed to augment and enhance reading skills and to provide the organizational and management techniques to develop and tailor inservice programs at each of eleven Lynwood (California) school sites. The document presents: (1) program description, development, procedures, activities plan, and calendar; (2) program objectives; (3) personnel; (4) budget; (5) program contributions to teacher education (objectives met, comments from the training cadre, participating elementary-secondary school teachers, and principals); and (6) program evaluation.
