This document discusses the draft guidelines formulated by the Environmental Protection Agency (EPA) to assist the states in establishing a management program to integrate water quality and other resource management decisions. These guidelines are pfovided so that the long range goals of the Federal Water Pollution Control Act Amendments of 1972 can be met, especially the mandates of Section 303 and Section 208. An extensive annotated bibliography is included. (CS)
