This publication presents qualitative and quantitative guidelines for the development, evaluation, and improvement of library media programs in elementary and secondary schools in California and at the district, county, and state levels. The content covers philosophy of service, relation of the library media program to the total educational goals program, information relevant to personnel, operation of the program, materials, equipment, and facilities. The guidelines are intended for use by boards of education, administrators, library media professionals, teachers, other school staff, students, and community representatives in planning, implementing, and evaluating school library media services in terms of locally developed educational goals. The guidelines may be used in developing specifications for new programs or for formulating evaluation instruments to measure the effectiveness of established services. (Author)
