This paper primarily examines the nature of English as a Second Language (ESL) programs within the Florida Migratory Child Compensatory Program (FMCCP). Two surveys were conducted. The first was a survey of regional directors within the FMCCP in order to gather basic information concerning programs, materials, and student and teacher populations. The second survey was sent directly to the teachers in order to obtain more detailed information about programs, including teachers' qualifications and professional needs, class structure, materials utilized, and possible conflicts with bilingual programs, as well as the problems and needs of the students. Also included within the paper is research concerning migrant education, Mexican American students, and ESL in general. This information is correlated in conjuction with the research project on ESL instruction of migratory students in Florida. Statistical tables are included. Appendices contain sample letters and questionnaires used in the surveys and an ESL bibliography. (Author/AM)
