The guide presents information on available federal resources to improve services for developmentally disabled persons. An introductory chapter provides an overview of the creation and evolution of the Developmental Disabilities Program. Chapter two focuses on federal funding and appropriations, including methods of awarding grants and contracts. The next five chapters contain an indexed list of federal/state programs of potential assistance to the developmentally disabled in five main areas (sample subtopics in parentheses): environmental conditions (food and nutrition, freedom from environmental barriers, housing, transportation); health (community mental health centers, family planning projects); income (employment, financial assistance); knowledge and skills (habilitation, vocational training, life skills and education); and research and training (research and demonstration, staff development). A ninth chapter reviews the protection of rights under Federal law, while the tenth provides information on additional federal references. (CL)
