Staffing the Central-Office: Status and Implications.

This monograph is a report of the findings of a comprehensive survey to identify the functions, organizational structures, and numerical adequacies of central-office staffs, by size of school systems, in Virginia and to determine the relationships between certain characteristics of school systems and the numerical adequacies of central-office staffs. Data were collected from 30 small-size systems, 12 medium-sized systems, and 17 large-size systems. From the literature on school administration, eight principles of organization and seven major functions that must be performed by central-office staffs are presented. Typical staffing patterns of the small, medium, and large-size school systems studied are presented and compared with national data on the numerical adequacies of central-office staffs, for varying sizes of school systems. The final chapter presents the extent to which the essential functions of central-office staffs were performed, and the relationships between numerical adequacies and selected characteristics of the school systems studied.
