Declining Enrollment: The Challenge of the Coming Decade.
Abramowitz, Susan, Ed.; Rosenfeld, Stuart, Ed.
The research reported in this volume covers a range of topics dealing with shifting and declining enrollments and their impact on the financing, organization, and management of schools. The papers have been sorted into three groups. Section 1 discusses the demographic background to changing enrollment patterns. Section 2 presents the view from the states, including an analysis of state school finance systems and the fiscal impact of declining enrollments in four states. Section 3 discusses the management of decline and retrenchment in education. The book concludes with a chapter summarizing the policy implications of decline for local, state, and federal policy-makers. Tables of statistical data cover a variety of subjects, including birth rates, employment figures, and estimated demand for teachers. An annotated bibliography is appended. (Author/DS)
