Its focus is the diversion of defendants and prospective defendants from the criminal justice system. Chapter One deals with the policy issues of diversion; Chapter Two with planning diversion programs; and Chapter Three with diversion categories and program variations. Advocates of diversion believe that there are more effective ways than use of criminal sanctions to turn many people away from criminal careers.
