This document contains the proceedings of a conference for representatives of organized labor, business and industry, postsecondary institutions, and federal agencies which was held to (1) discuss adult learning needs and opportunities in the United States, and (2) make recommendations on those adult learning issues which ought to be matters of public policy development. This publication begins with a scope of work statement outlining the conference purposes and suggesting some of the key issues followed by the welcome and charge to the conference participants. The next section is a compilation of the presentations of five guest speakers. The presentation titles and the speakers are (1) "Labor and Continuing Education" by J.C. Turner, (2) "Business and Continuing Education" by Charles Brown, Jr., (3) "Educational Practice and Industrial Custom" by Paul Miller, (4) "Government and Continuing Education" by Albert Quie, and (5) "Education, Manpower, and Government" by Jacob Javits. Then follow two summary statements on the workshop sessions in which all conference attendees participated. Concluding this document is a list developed by the conference participants of forty-seven recommendations for federal action relevant to the conference topic. The conference agenda, a list of conference participants, and the amended version of Title I of the Higher Education Act of 1965 are appended. (EM)
