This demonstration project, concerns the study of Title I intra-district fund allocation changes. It also examines the effect of these changes on a number of dependent variables such as program delivery and associated costs, student composition, student experiences, and community response. Thirteen Local Education Agencies (LEAs) participated in the demonstration project. This volume analyses the baseline data for the study. Materials referenced from the student characteristics chapter are included in an appendix. These include items such as a brief discussion of the data sources and samples and variables employed in the analyses of student characteristics. Additional appendices cover materials referenced from the student experiences chapter, including items such as a copy of the Classroom Activities Log (CAL), the primary instrument for describing the experiences of the child in the classroom and the reliability of the CAL. Compensatory services and activities from the school perspective, and miscellaneous detailed data tables that serve as the basis for part of the main volume along with questionnaire items and descriptions of specific results are also included in appendices.
