Adapting Title I Evaluation to Local District Needs.

Oregon has recognized the problems involved in the evaluation of Elementary Secondary Education Act Title I programs, and has worked toward solutions, while recognizing the differing needs of local, state, and federal departments of education. In order to provide help to the local school districts with respect to evaluation, a statewide committee was organized. This group developed a set of guidelines to be made available to individual Title I districts within the state. Some of the problems that were identified centered on limited personnel resources in the individual districts, whereas others involving philosophical differences represented by the perceived needs of local districts as compared to state or federal agencies. The committee also explored nine alternative evaluation models, which are summarized. The purposes of evaluation and issues regarding the selection of tests which measure achievement gains are also discussed. (Author/MV)
