Procedures for Validating Skill Qualification Tests.

A set of procedures for validating the Army's Skill Qualification Tests (SQT) are described. Three phases are discussed: (1) the selection of tasks, (2) the selection of specific content for hands-on performance test items, and of written self-evaluation components, and (3) the establishment of content validity of the hands-on component. The task selection phase involves the development of a list of tasks and components to be tested, the rationale for the selection and allocation approaches, and a soldier's manual; and the construction of a satisfactory SQT sample to be tried out. The sample of scorable item units should be submitted for approval, revised, and then fully developed. The second phase includes the informal administration of the scorable units to test developers and to personnel who are experts at that task, and the revision of the hands-on component. The third phase involves the validation of at least two written scorable units with the corresponding performance test, the administration of each unit to 30 soldiers, and further revisions.
