This study of black families examined the degree of congruence between family structure, family interaction, and attitudinal constellations in the home and the utilization of selected health, educational and social service agencies. Data were collected from parents of 150 children attending the Howard University Child Development Center and from 4 types of agencies: schools; residential facilities; health facilities; and public social service agencies. Parent interviews were used to collect information on: (1) economic factors, (2) socio-demographic factors, (3) geographical factors, (4) socio-psychological factors and attitudinal data, (5) socio-cultural factors and (6) socialization practices. Interviewers also filled out observational rating sheets on parents based on their visual perceptions during the interview. Information from 12 agencies was collected on a questionnaire (part I-92 items; part II-56 items) on aspects of agency service as: (1) internal structure, (2) process attributes, (3) goal setting, (4) program operations and (5) services. Findings are presented in detail and the specific service delivery model which was developed for demonstration on a pilot basis is described. Approximately 75 pages of appendices are included. (JMB)
