The Southeastern Michigan Technical Assistance Program (SEMTAP) was established in 1977 by ten area community colleges and the Environmental Research Institute of Michigan (ERIM). It provides a technology delivery system or network to transfer energy conservation technology to small businesses, homeowners, and local governments, thus facilitating the transfer of federal research and development program results to organizations at the local level. Each SEMTAP college has established an Energy Center which acts as an "extension institute" or "retailer" to provide local training on a wide range of domestic problems. Chapters include: (1) Introduction, examining the original SEMTAP proposal and a summary of 1977 accomplishments; (2) Development of the Technology Transfer Network, describing network organization and college staff orientation; (3) Public Relations Efforts, discussing l977 media, newsletter and promotional efforts; (4) Technology Marketing Activities, examining 1977 market and industry needs; (5) Technology Transfer Activities, discussing 1977 evaluation, transfer, training, and technical assistance activities; (6) Conclusions and Recommendations; (7) Proposed Program for 1978; and (8) SEMTAP Participation in the Michigan Energy Extension Service Program.
