Provided are guidelines for regional librarians in assessing their programs in relation to the expectations of the Library of Congress, Division for the Blind and Physically Handicapped. The general philosophy of Division services, history and evaluation of the program, and objectives of the guidelines are included in the introduction. Guidelines are given for the structure and planning of the program; the provision of effective services such as circulation, reference, public education, and volunteers; the selection, organization, and dissemination of materials; the number and level of personnel needed; and the location and organization of physical facilities.
