Practices and Procedures in the Use of Substitute Teachers. ERS Report.

This report examines policies and procedures in the use of substitute teachers. A total of 488 school systems in 49 states responded to a survey that included items on substitute program organization; application, selection, evaluation, and dismissal procedures; absence policies for regular teachers; size and costs of substitute teacher forces; orientation and inservice programs available to substitutes; collective negotiation agreements concerning substitutes; and alternatives to the use of substitute teachers. The survey responses are summarized in two main sections that examine current practices and procedures in the use of substitute teachers and present examples of actual school system policies, procedures, and guidelines regarding substitute teachers. A brief review of the literature on substitute teaching and a selected bibliography of relevant publications are also included. (Author/JG)
