A Project for Serving the Rural County. Phase Two.

The principal objective of this project was to demonstrate a new approach to the delivery of vocational rehabilitation services in rural counties. A three-year Expansion Project was conducted in two typical rural counties of West Virginia, Pendleton and Gilmer Counties. Prior plans for delivery of services by means of itinerant counselors were replaced by a community-centered plan of operation. Vocational Rehabilitation Offices were established in the county seats of Franklin and Glenville, West Virginia. The offices were staffed with a counselor and a secretary, trained to perform clerical work and some specified case aide work activities. The offices performed a program for extension of Vocational Rehabilitation services to eligible handicapped individuals and a community relations program. Emphasis was placed on the delivery of services through inter-agency cooperation, approaches to increasing production and stressing prompt and thorough attention to referrals. (Author)
