This first in a series of eleven learning modules on program planning, development, and evaluation is designed to develop secondary and postsecondary vocational teachers' skills in planning and directing a community survey which will yield information needed for vocational education program planning to meet community labor requirements. Introductory sections relate the competencies dealt with here to others in the program and list both the enabling objectives for the six learning experiences and the resources required. Materials in the learning experiences include required readings (on obtaining administrative approval, forming a steering committee, identifying boundaries, and other subjects relevant to conducting a survey), case studies, model answers, administrative approval checklist, steering committee checklist, sample forms, and the teacher performance assessment form for use in evaluation of the terminal objective. (The modules on program planning, development, and evaluation are part of a larger series of 100 field-tested performance-based teacher education (PBTE) self-contained learning packages for use in preservice or inservice training of teachers in all occupational areas.
