This volume presents an analysis of the legal framework for state administration of Title I of the Elementary and Secondary Education Act of 1965. The study's basic research objective is to determine what clarifications, additions, or deletions are needed in the present legal framework to improve program administration. More specifically, this paper, which is one of four papers prepared by the Legal Standards Project, is concerned with whether the legal requirements for state administration of Title I are set forth with adequate clarity, scope, and sufficiency and whether the legal framework adequately interrelated different functions State Educational Agencies (SEAs) must perform in the process of administering Title I. The paper includes the project findings with regard to the interrelationship between and among SEA functions and the legal requirements for administration of Title I. It also contains illustrative examples from different functional areas. Recommendations for specific additions, deletions or modifications to the federal legal framework are suggested. These recommendations are designed to improve the federal legal framework for state administration of Title I. (Author/AM)
