This is a report on the harassment of black elected officials. It does not address harassment of other minority elected officials, nor of women who are other than black. The report does not address the harassment of appointed public officials or of other black professionals. The report touches only minimally on other proportions of the continuum of the political process; that is, it largely excludes the aspect of voter registration, as well as candidates for office who have failed to win election and former officials no longer in office. The findings of this report are based primarily on a spot check, within a given time frame, of officials in office. The document is presented in three parts. The first consists of a series of somewhat detailed cases, followed by a series of briefer profiles that detail an array of incidents of harassment. The cases and the profiles together constitute the section on specific grievances, the evidence on which the findings are based. The second section explores some of the issues and tactics involved in the harassment, based on analysis of the evidence. The third and final part offers suggestions and recommendations. The findings suggest that much of the responsibility for the harassment lies with the Federal Government. It is concluded that whatever various agencies or organizations do to combat harassment of black elected officials, their effectiveness will depend in large measure on public acceptance or rejection of the harassment. It is urged that the black community provide a coordinated effort since they represent the primary base of support of black officials. (Author/AM)
