The 1974 National Symposia for Professors of Educational Research (NSPER), which concerned the evaluation of teaching, are summarized. Each session consisted of three components: (1) a Teacher Appraisal for Improvement workshop, focusing upon methods for appraising teaching, (2) a discussion of the criteria which should be used to evaluate teaching, and (3) small group activities designed to: assess the utility of these concepts and procedures, and to plan the implementation of these and other methods of evaluation in specific contexts (i.e., elementary, secondary, and post secondary educational institutions). Three related purposes for evaluation were identified: to produce information for the improvement of an individual teacher's instructional skills; for administrative decisions on hiring, firing, promotion and tenure; and for the reallocation of resources. The purposes of teaching, and various styles of teaching are discussed. Different methods of teacher evaluation are presented; a brief review of relevant research and guidelines for constructing teacher rating scales are included.
