Evaluation of the Upward Bound Program: A First Follow-up. Final Report.

In order to obtain information about intermediate educational outcomes, especially the post secondary experience, this followup study of the Upward Bound Program (UB) was conducted. The study focused on educational progress and persistence, but also investigated student's educational expectations and problems experienced in obtaining an education. The unique relationships between certain educational outcomes, student characteristics, program context, and the length of exposure to the UB program were also examined. Background information on the Upward Bound Program and the National Evaluation are provided, as well as an overview of the Base-Year Study and the Followup Study. It was found that the overall educational progress of former UB participants is greater than that of the nonparticipants, and that, within the UB group, progress is greater with longer program participation. Two or three years of UB participation were associated with an increase in expected educational progress significant enough to offset the decrease associated with being an academic risk. The effects of UB participation were essentially the same for all racial groups, males and females, poverty level and nonpoverty students, academic risks as well as nonrisks, tenth, eleventh, and twelth graders, and all project sites.
