Presented is the complete report from an evaluation of special education services in Alberta, Canada (1975-1976). The first section details the relationships between predictor variables (such as pupil density; annual per pupil expenditure, and mean salary of teaching and administrative staff) and the proportion of students served. Reviewed in the second chapter are efficacy studies on regular class, special class, and resource room placement; and described is a comparison of resource room and regular class placement in Alberta. Two chapters focus on information from interviews with special education teachers and administrators concerning support services. Aspects considered include the role of the special class teacher as a resource to other teachers, preparation of consulting teachers, and the selection of appropriate professional support staff. The final chapter is devoted to administration and governance factors, including size and nature of administrative structures and pupil transfer arrangements. Fourteen appendixes are provided, including statistical data on frequency of special class teachers' assistance to other teachers, and special class teachers' willingness to provide assistance. (CL)
