This publication is a comprehensive record of testimony and exhibits presented to the Subcommittee on Elementary, Secondary, and Vocational Education of the Committee on Education and Labor of the U.S. House of Representatives during hearings on H.R. 15, a bill to extend for five years various federally funded elementary, secondary, and other education programs. The hearings were conducted on September 20, September 21, September 22, and September 27, 1977 and were concerned with hearing the views of various national educational organizations on federal educational programs of interest to them. Presenting testimony were representatives of several state departments of education, as well as numerous organizations representing school administrators, teachers, private schools, school board members, chief state school officers, state boards of education, and state legislators.
