Staff Competencies Required for Implementation of Aversive and Deprivation Procedures.

This paper summarizes discussions by behavior analysts on the issue of skill certification and licensing. The Department of Public Welfare funded two surveys to be conducted by the Minnesota Learning Center, each survey focusing on identifying relevant competencies and criteria to be used in assessing those competencies of behavior analysts. The Minnesota Guidelines for the Use of Aversive and Deprivation procedures were revised as a result of those surveys, thus recognizing the distinction between initial certification and maintenance of certification. Under the current version of the guidelines, retention of certification is a function of on-the-job performance as evaluated by a review committee. Also included is a series of definitions regarding levels of treatment intensity: (1) positive programing procedures, (2) mild procedures, (3) moderate procedures and (4) intense procedures. The result of using these guidelines and certification programs has been a marked increase in the number of behavior analysts employed and in the number of persons receiving treatment programed and supervised by behavior analysts.
