The two major goals of the conference were to identify, prioritize, and address critical problem areas and needs in trade and industrial (T & I) education with major emphasis upon implications for personnel development, and to encourage participants to develop at least a rudimentary communications network. Participants gathered preconference data within their own states to determine issues with implications for changes in preservice and inservice preparation of T & I professionals. Educators involved in the preconference data collection set up a communications network nationally within each U.S.O.E. region and within each participating state, designed to aid in implementing needed changes in their state's professional development activities. Fifteen critical T & I issues were discussed in plenary and workshop sessions and sectional meetings. Each state set objectives for changes needed in T & I preservice and inservice professional development activities in their own state. In addition, the state change agent teams planned implementation activities and made personal commitments for involvement in their state's implementation of needed changes.
