This circular has been published to satisfy requests by librarians and teachers for information concerning responsibilities, obligations, and limitations under the new copyright law. Pertinent sections of the law, plus minimum standards of educational fair use for books, periodicals, and music, and guidelines on interlibrary loan arrangements for photocopying adopted by the National Commission on New Technological Uses of Copyrighted Works (CONTU) are covered. These include exclusive rights; limitations on exclusive rights--fair use, classroom guidelines for classroom copying in not-for-profit educational institutions; related definitions; guidelines for educational uses of music; limitations on exclusive rights--reprography by libraries and archives; and statutory damages.
