This training model and accompanying a handbook (see related note) are based on the University of Georgia Rural Women Project, a two-year leadership training project which tested the model in Morgan County, Georgia, and had some success in developing effective community problem solving with the rural black community in that county. The following four phases of the model are described in separate sections: orientation (that preliminary foundation which a trainer or trainers should possess before going into a community to work with citizens); engagement (the process by which citizens and trainers come into contact and mutually assess the need for training); disengagement (begins initially with the formalization of a leadership body and continues through the formalization of the organization as a self-sustaining citizen group); and follow-through and follow-up (the ongoing roles of trainers and citizens following complete disengagement).
