Selected Issues in Title I Comparability.

The Title I provision of the federal Elementary and Secondary Education Act of 1965 provides funds for compensatory services for educationally disadvantaged children. The comparability regulation of the provision requires that a district provide a level of state and local resources to Title I schools comparable to the resource level made available to other schools. Aspects of the regulation discussed in this report include: the calculation of salary compatibility between schools; the problem of analysis when dealing with widely varying school sizes; the reporting of instructional costs other than regular staff salaries; means of strengthening compliance with comparability standards; and discrepancies and deliberate misreporting of data. According to comparability data reported by standards current to this report, there was substantial improvement in compliance with the regulation from 1972 to 1974. Furthermore, average allocation to minority children in Title I schools appears not to discriminate against them. This report asserts, however, that the present methods of data reporting are inadequate. Were reporting methods modified as suggested, more accurate assessment would show compliance with the comparability regulation to be less satisfactory than is now apparent. The report makes recommendations toward improving the effectiveness of the regulation. (Author/GC)
