Who's Minding the Shore? A Citizens' Guide to Coastal Management.

This citizen's guide is designed to illustrate the ways that citizens can participate in their state's development of a coastal management program. The Provisions of the Coastal Zone Management Act are discussed and the requirements of an effective management program are considered. Some background information outlining the ecological factors affecting coastal ecosystems is included along with a discussion of the pressures put on these systems by human development - offshore oil production and residential subdivisions. Recreational, commercial, and industrial coastal zone activities are considered with respect to their role in management of these areas. An analysis of public and private property ownership rights are examined along with the allowable extent of state regulation. Appendices include: (1) a listing of State Coastal Management Program Managers; (2) Key Federal and State Statutes which bear on the Coastal Zone; (3) Federal Sources of Information; and (4) Suggestions for Further Reading.
