Attended by 67 representatives of farmworkers in South Carolina, the conference aimed to examine the new laws related to migrant farmworkers and their effect upon the migrant situation in the State; to explore some of the problems of implementation as it relates to agencies that are to carry out the new laws; to discern some of the effects these laws will have on the farmer, crew leader, and the migrant laborer; and to gather information regarding other legislation needed to solve the complex problems related to the migrant farmworker. The keynote address briefly discussed who the migrants are, their needs, their wants, the conditions under which they live, and their experiences. The six addresses presented covered the new laws; migrant health programs in South Carolina; the migrant farm labor laws related to the Wage and Hour law of the Employment Standards Administration (Wage and Hour Division), and to the Occupational Safety and Health Act of the South Carolina Department of Labor; and legislation which has been proposed for the assistance of migrants in South Carolina. A State Representative and a farmer participated on a Reaction Panel, and discussed some of the views of a legislator and a farmer active in the migrant and seasonal worker's day-to-day lives and problems.
