This paper discusses the problems and issues involved in the organizational structure of the National Laboratory on Early Childhood Education. The National Laboratory, which consisted of a coordination center and six university based research and development centers, was organized for the purpose of planning, sponsoring and conducting research and activities in the field of Early Childhood Education. The paper focuses on administrative concerns, discussing the characteristics of an effective decision making structure within an organizational model. Weaknesses of the National Laboratory's organizational pattern are outlined and alternative organizational structures are discussed. One of these alternatives, Plan Two, is recommended. The structure of this plan is discussed in terms of the criteria, problems and issues discussed earlier. Plan Two involved the establishment of a non-profit corporation, embodying a Board of Governors and a Coordination Center to conduct the business of the Laboratory. Special issues and considerations involving this plan are discussed. (BD)
