Provided is data resulting from a project to develop profiles of state special education programs. An introductory section reviews the project's background, purposes and objectives, value or significance, and procedures. The bulk of the document consists of profiles for each state and U.S. territory which include information pertaining to the following areas: handicapped children served, personnel preparation programs, demographic data, state advisory committees, financial information, P.L. 94-142 compliance issues, state laws and regulations, state legislative processes, state leadership in special education, federally funded special education programs operating in states and state education agency organization, and structure and administrative responsibilities.
