The document presents a legally formulated set of model regulations for state education departments to be used in accordance with law in support of quality in comprehensive school language, speech, and hearing programs. Nine sections cover regulations in the following areas: (l) authority, scope, general principles, effect, and definitions; (2) methods of providing services; (3) state and local responsibilities; (4) planning; (5) services and program management; (6) personnel qualifications; (7) facilities, materials, and equipment; (8) enforcement; and (9) public participation. Each section includes a set of specific provisions and an accompanying commentary which provides underlying rationale, notes current practices and trends, and supplies background information for persons other than those specializing in the field of communication disorders. Included with the document is a separate booklet presenting a copy of the regulations only. (IM)
