This resource guide was prepared by the University of Alabama College of Education to assist local education agencies (school districts) in Alabama in formulating effective policy. The authors emphasize that if local control of the schools is to remain viable, education decision makers must view policy development as a comprehensive function entailing systematic formulation and review, and they must cooperate with other educational agencies to achieve effective school district operation. This guide compiles resource materials, such as abstracts from the ERIC system and pertinent state and federal law, so that local school officials can base policy on accurate information.
