Evaluating Programs for the Disadvantaged. Final Report.

A study was conducted to develop a packet of individual instruments for use in evaluating and perfecting the effectiveness of all special vocational education programs in Colorado. Nine special programs located in schools in eastern Colorado were selected for the study. A literature review, on-site observations, and individual interviews were used to gather information for the development of the instruments. Nine instruments were developed and designed to measure general attitude, student attitude, vocational teacher attitude, special program information, related instructional material, attendance and tardiness, public relations, student follow-up, and special program follow-up. The completed instruments were tested by gathering data from selected students in three different types of programs which were represented in the nine programs included in the study. The nine instruments proved to have content validity and were concluded to be reliable. (All nine instruments are included in the appendix of this document.) (BM)
