Written to "help to improve faculty-board/administration relationships," this report carefully describes the salary negotiation impasse at William Rainey Harper College (WRHC) in 1975-76. Board and faculty senate actions and reactions are presented in time sequence, as are the subsequent court decisions. Told primarily from the faculty view, with an emphasis on the need for public employee collective bargaining legislation, the account identifies as critical to successful future negotiations at WRHC the following issues: (1) definition of the rights and roles of faculty and board; (2) determination of proper subject matter for negotiations; (3) acknowledgment by the board that it has no right to terminate negotiations unilaterally; and (4) recognition by the board of the Faculty Senate as an affiliate of the American Federation of Teachers. This in-depth case study would be valuable to administrators and faculty of any institution considering unionization and collective bargaining.
