The report analyzed the average proportions of women on 2,134 state boards and commissions in ten areas of state government. Data were collected in 1975 at the request of the Women in Power Committee of the National Commission on the Observance of International Women's Year. The ten functional areas of government were business regulation, economic and industrial development, education, environmental protection, health, labor, professional and occupational licensing, public utilities, transportation, and welfare. After data from various sources were classified, it was found that the average proportion of women on a board or commission is 15%. This does not seem to be influenced by state characteristics such as population, regional location, political climate, or participation of women in other state offices. There are high concentrations of women in areas of health, education, and welfare, but not in labor, public utilities, environmental protection, or transportation. It is unknown if this discrepancy relates to women's preferences or to sex-role stereotyping among those making appointments. Among the report's seven recommendations are development of state-maintained talent banks of qualified women and foundation-supported research on the nature of appointive processes. (Author/AV)
