A model of competency-based general education is set forth in this paper. It aspires to (1) set forth target outcomes for the general education component of a baccalaureate degree and assert a curricular strategy for their achievement; (2) justify the selection of those outcomes and curricular strategies in terms of what is known about the maturation of human capabilities; (3) remain experimental; and (4) point to areas in the general education domain that require priority in research, experimentation, and/or development. In this report two major components are specified. Component I has as its objective the development and exercise of generic cognitive skills; Component II, the development of competence in the application of generic skills. (LBH)
