The Costs of Providing Instruction in French to Students Studying French as a Second Language. In-Depth Study of Seven Ontario School Boards.

This research, covering a twelve-month period from February 1976 to February 1977, undertook in-depth studies of the costs of French in seven school systems in Ontario. Four of these were urban, and three were semi-urban/semi-rural in population distribution. Part One of this report deals with an in-depth study of the costs of French programs provided by three urban boards in Ontario in the 1975-76 school year. The programs studied are all within the elementary school grade range from kindergarten to grade eight. Parts Two and Three describe the findings for the 1975-76 school year from four additional school systems in various parts of Ontario. Three types of programs which provide instruction in French as a second language are examined: regular, extended, and immersion. Costs both in dollars and in reductions in other classes were examined. The report finds that: (1) annual per student costs range from $39 for a 40-minute-per-week regular program to $1,790 for an immersion program; and (2) the subjects of language arts (or English) and social studies (including history and geography) experience the greatest reductions in time to accomodate the introduction of French instruction.
