Extending SAM to Include All Community College Students. Final Report.

A fourth year study of project SAM (Student Accountability Model), initially an effort to provide a system of procedures for collecting data on community college occupational students during and after their stay in college, was expanded to devise a system for incorporating nonoccupational students into the SAM model. The primary objective of the study was to include all community college students into the model in order to obtain a complete picture of a college's preparation of students for employment. The system was generated and proposed by a consortium and then field tested at six community colleges in California. On the basis of the field tests results and the consortium's analysis, seven recommendations were made for possible implementation into the SAM model. A large appendix, which comprises most of this report, contains lists of SAM consortium members, the proposal for the nonoccupational student model, a summary of consortium reactions to the proposal, and final reports from each of the six field test sites.
