This is the fifth annual report of the National Commission on Libraries and Information Science (NCLIS), covering the period July 1, 1975-June 30, 1976. Supporting studies described include: the role of the Library of Congress in the national network; the impact of Federal funding programs on public libraries; a national inventory of library needs; and the volume and characteristics of library photocopying. Implementation activities reported are: National Policy Issue Conference; Continuing Library Education Network and Exchange (CLENE); National Bibliographic Control; State Library Agencies and the National Program; and Computer Network Protocol. Other activities are briefly discussed, e.g., the copyright compromise, cooperation with government agencies, regional library services, future plans, and administration and organization. Public Law 93-568, which authorizes the President to call a White House Conference on library and Information Science, is appended, as are lists of Commission members, staff and committees, officical resolutions of NCLIS, NCLIS publications, and a fiscal statement.
