Error analysis has consistently neglected to give any treatment of the phonological aspects of non-native linguistic performance. Using Selinker's Interlanguage model as a starting-point, an attempt is made here to develop a descriptive apparatus capable of accounting for the phenomena of "foreign accents." The data of one such non-native variety of English ("Dutch-English") are re-examined with particular reference to prosodic and paralinguistic features. Rhythm, intonation and voice quality are taken to be the primary defining constituents of foreign accents and a preliminary analysis of these systems is offered within an interlingual frame of reference, drawing on the theoretical work of Crystal, Halliday, Laver and others. For each system, a notion of language-specific norms is developed, interlingual behavior resulting either from simple differences between them or from variant perception of the target-language norms by the foreign learner. Concrete examples of interlingual (or 'erroneous') behavior within each of the three systems, drawn from the performance of Dutch teacher-trainees, are then discussed and related to the overall descriptive framework.
