This publication is the final summary report for an experimental program intended to plan, implement, and evaluate an educational voucher system in the New Hampshire communities of Allenstown, Candia, Deerfield, Hollis, Hooksett, and Salem. Separate sections of the report discuss the purpose of the voucher program, the background of the program, program procedures, program results, program products, the decision-making process utilized in the program, program outcomes not described in the Phase I and Phase II reports, conclusions of the program staff based on public response to the program, and recommendations for the development of future experimental voucher programs.
