This publication presents the program objectives and research design for an experimental program intended to plan, implement, and evaluate an educational voucher system in the New Hampshire communities of Allenstown, Candia, Deerfield, Hollis, and Hooksett. Separate sections of the report discuss various aspects of the voucher program, including establishment and operation of a voucher review committee in each study district, consideration of the voucher plan at each district's annual meeting, value of the vouchers, use of the vouchers, distribution of the vouchers, administrative mechanisms for operating the voucher program, the impact of federal grants on the voucher program, transportation implications of the program, the possibility of establishing new schools under the program, the evaluation design for the program, and procedures for phasing out the program.
