Education Vouchers Study & Planning Project. Phase I. Interim Report.

This report describes existing conditions in five New Hampshire school districts as of August 1975. This description is intended to provide a data base for later analysis of an experimental program intended to plan, implement, and evaluate an educational voucher system in the communities of Allenstown, Candia, Deerfield, Hollis, and Hooksett. Section 1 presents a community and educational profile for each district, based on a review of census data. Section 2 describes all existing educational alternatives in each district. Section 3 presents plans for establishing a community information program to inform district residents about the voucher program. Section 4 describes the design for a preliminary community survey of parents in the study districts. Section 5 discusses mechanisms for ensuring that every student will have a choice of at least two schools under the voucher program. Section 6 evaluates present transportation systems and policies in the study districts. Section 7 discusses the research design for the voucher program, and section 8 identifies possible undesirable effects of the voucher program. (JG)
