This published dissertation discusses the community development process as applied to urban black ghettoes. It provides extensive documentation on the many issues, concepts, and procedures in the field of community development. The method employed in collecting the data is a through review of existing literature in the topical areas for relevance to the urban black ghetto. The thesis of the study is that community development as practiced in the majority community is, in some respects, inappropriate for inducing constructive social change in the urban black ghetto. A case is made for the need for community development in the ghetto and responsibilities pertaining to each phase are defined. The purpose of the study is to provide a model for a program to develop the black urban ghetto community. Its main concern is to provide a scholarly review of what may be useful for ghetto blacks in preparing for political and social organization. Although the document is not meant as a procedural manual or guidebook for community development field agents, it is meant to be useful to the practitioner. Two chapters on social planning are meant to be used by the urban researcher. (Author/AM)
